Has anyone had Pericarditis/Pericardial Effusion as a result of lupus that won't go away?

Yes, actually eventually it will go away, but you need to reduce tissue edema and inflammation for that to occur.
For reducing tissue edema I restricted my salt intake and took natural diuretics, such as celery raw or cooked). For reducing inflammation I removed my known triggers for inflammation, inflammation-inducing foods, and foods containing lectins. I then added anti-inflammatory foods, spices, herbs, supplements, and anti-oxidants to my diet.
And both pericarditis and Pleuritis went away.
