A flare up is ANY new or worsening symptoms. So yes, that would be a flare! Take care!

Sounds like a flare to me. Trust your own body and instincts, if she is having life affecting pain and difficulty moving its most likely a flare. It might be helpful to keep a daily log of foods consumed, activities, sleep patterns stress levels. etc and notice if she feels worse at certain times more than others. Since lupus is often regarded as mysterious in the medical field, her doctor may not be as well researched on lupus as he could be. Hope she finds relief and answers soon.

Doctors seriously most of them don't know what they're talking about you are your body you know if you're not feeling right you know if your having a flare up does your doctor live inside your body most doctors just dismiss our pain if you feel it's a flare up then it's a flare up listen to your body!!
